Following the economic and financial crisis, obstacles to investment have become a major issue for European long-term economic growth and competiveness. Detecting and removing these obstacles is a crucial goal for every level of government – European, national and sub-national. In view of the great importance that sub-national investments have within the European Union, this thesis identifies and outlines the main challenges to investment at a local and regional level. The analysis utilises data collected from local and regional actors, matching them with the European Commission’s Country Reports examined from a territorial point of view. The results identify which obstacles entail a local and regional authorities’ intervention to be removed and which need the mediation of national and/or supra-national governments.
In seguito alla crisi economica e finanziaria, gli ostacoli agli investimenti sono diventati un grande problema sia per la crescita economica sul lungo periodo che per la competitività europea. Individuare e rimuovere questi ostacoli è obiettivo fondamentale ad ogni livello di governo – europeo, nazionale e subnazionale. Data la grande rilevanza che gli investimenti subnazionali hanno all’interno dell’Unione Europea, questa tesi identifica e rileva i principali problemi riguardanti gli investimenti a livello locale e regionale. L’analisi utilizza dati raccolti da operatori locali e regionali, combinandoli con le Relazioni Nazionali prodotte dalla Commissione Europea, esaminate da un punto di vista territoriale. I risultati identificano quali ostacoli comportano un intervento delle autorità locali e regionali, e quali invece hanno bisogno della mediazione dei governi nazionali e/o sovranazionali per essere rimossi.
