SCO DEFINIZIONE DI TERRORISMO: ANALISI STORICA E DISCORSIVA".

Terrorism is a complex issue contested and interpreted by many actors in international relations. Consequently, there has been an increased number of attempts to conceptualize and establish the mechanisms to tackle terrorism over the years, as it has become a prominent security issue worldwide. This thesis deals with the Shanghai Cooperation Organization’s approach to terrorism, focusing on how the organization conceptualizes and contextualizes terrorism within its regional context, as well as the mechanisms and tools it uses to fight the threat of terrorism in the region as the research questions. Based on these research questions, the thesis depicts three historical events such as; Chechen Wars, the Uighur issue, and War on Terror, as the fundamental basis for understanding the organization's view on terrorism, including definitions, mechanisms, and strategies. In addition, the thesis puts forward the discourse analysis of official documents and speeches regarding terrorism within the Shanghai Cooperation Organization, identifying the underlying assumptions, values, and beliefs reflected in the SCO's definition of terrorism. Therefore, historical and discourse methods are used as a basis for analysis. At the same time, the data is collected from official archives, newspaper articles, elite statements, and academic publications to create a historical narrative and add to the discourse of the research. The results show that the SCO's approach to terrorism was shaped by political and historical factors, which have formed the viewpoints of its members on the issue and reflect the values and principles of its member states

Il terrorismo è una questione complessa che è stata contestata e interpretata da molti attori delle relazioni internazionali. Di conseguenza, nel corso degli anni sono aumentati i tentativi di concettualizzare e stabilire i meccanismi per affrontare il terrorismo, che è diventato un problema di sicurezza di primo piano nel mondo. Questa tesi affronta l'approccio dell'Organizzazione per la Cooperazione di Shanghai al terrorismo, concentrandosi su come l'organizzazione concettualizza e contestualizza il terrorismo all'interno del suo contesto regionale, nonché sui meccanismi e gli strumenti che utilizza per combattere la minaccia del terrorismo nella regione come domande di ricerca. Sulla base di queste domande di ricerca, la tesi illustra tre eventi storici come la guerra cecena, la questione uigura e la guerra al terrorismo come base fondamentale per comprendere il punto di vista dell'organizzazione sul terrorismo, comprese le definizioni, i meccanismi e le strategie. Inoltre, la tesi propone l'analisi del discorso dei documenti ufficiali e dei discorsi riguardanti il terrorismo all'interno dell'Organizzazione per la Cooperazione di Shanghai, identificando i presupposti, i valori e le convinzioni sottostanti che si riflettono nella definizione di terrorismo della SCO. Pertanto, i metodi storici e discorsivi sono utilizzati come base di analisi, mentre i dati sono raccolti da archivi ufficiali, articoli di giornale, dichiarazioni dell'élite e pubblicazioni accademiche per creare una narrazione storica e aggiungere al discorso della ricerca. I risultati mostrano che l'approccio della SCO al terrorismo è stato plasmato da fattori politici e storici, che hanno formato i punti di vista dei suoi membri sulla questione e riflettono i valori e i principi dei suoi Stati membri.
