This paper examines how time delays related to customs and administrative procedures affects bilateral trade flows at country level. I first introduce the structural gravity model using the PPML estimation method, include intra-national trade flows and interacted it with non-discriminatory trade policy covariates. This theoretical approach enables us to identify and measure the impact of unilateral and non-discriminatory trade policy variables (time required to export and most favored nation tariff). In this paper, I found out that both time and MFN tariff have a significant negative effect on bilateral trade flows. The effects of time ranges between -2.15 percent and -4.18 percent and MFN tariff has an elasticity of substitution of 4.19 or import-demand elasticity of -4.19.
Questo documento esamina come i ritardi legati alle procedure doganali e amministrative influiscono sui flussi commerciali bilaterali a livello nazionale. Per prima cosa ho introdotto il modello di gravit`a strutturale utilizzando il metodo di stima PPML, includendo i flussi commerciali intranazionali e interagendo con covariate di politica commerciale non discriminatorie. Questo approccio teorico ci consente di identificare e misurare l’impatto delle variabili di politica commerciale unilater ali e non discriminatorie (tempo necessario per esportare e tariffe della nazione pi` ufavorita). In questo articolo ho scoperto che sia il tempo che le tariffe MFN hanno un effetto negativo significativo sui flussi commerciali bilaterali. Gli effetti del tempo variano tra -2.15 percento e -4.18 percento e la tariffa MFN ha un’elasticit` a di sostituzione di 4.19 o un’elasticit`a della domanda di importazioni di -4.19.
