The following thesis aims to analyze, through a research project completed during the months between February and June 2022, the work of NGOs within emergency contexts and how they are able or unable to fill institutional gaps. Beginning with the research question Does the work of NGOs fill a void left by government institutions?, the first chapter will engage in a historical and normative analysis of the Balkan Route phenomenon, with a focus on the European policies that led to the constructions of border walls between states and the responses provided by Brussels. The dynamics related to the phenomenon of illegal pushbacks and refugee camp conditions will also be explored. The second chapter will focus on the growing role of non-state actors and the phenomenon of Global Governance, referring to the evolution of international society. In fact, it will be the part of the thesis dedicated to the existing literature on the role of NGOs at both the institutional and legal levels, which will also see reference to the various studies and projects dealing with the mediating role of NGOs. The increasing criminalization of solidarity will be an additional focus that will help to outline a comprehensive picture of the situation. The third chapter deals with firsthand research conducted through the method of participant observation, conducted within two nongovernmental organizations. The characteristics of each and their relationships with institutions will be analyzed, referring to the strategies implemented in order to fulfill their mission. First-hand experiences (such as photographs and interviews) will also be reported, which will be useful in order to answer the initial research question.
La seguente tesi si propone di analizzare, tramite un progetto di ricerca compiuto durante i mesi tra Febbraio e Giugno 2022, il lavoro delle ONG all’interno dei contesti di emergenza e di come esse siano in grado o meno di sopperire alle mancanze istituzionali. Partendo dalla domanda di ricerca Il lavoro delle ONG riempie un vuoto lasciato dalle istituzioni governative?, il primo capitolo si dedicherà ad un’analisi storica e normativa del fenomeno della Rotta Balcanica, con particolare attenzione alle politiche europee che hanno portato alle costruzioni dei muri di confine tra gli stati e alle risposte fornite da Bruxelles. Verranno inoltre approfondite le dinamiche legate al fenomeno dei pushbacks illegali e alle condizioni dei campi profughi. Il secondo capitolo si focalizzerà sul ruolo crescente degli attori non-statali e sul fenomeno della Global Governance, facendo riferimento all’evoluzione della società internazionale. Sarà infatti la parte della tesi dedicata alla letteratura esistente sul ruolo delle ONG sia a livello istituzionale che legale che vedrà, inoltre, il riferimento anche ai diversi studi e progetti che vertono sul ruolo da mediatrici delle ONG. La crescente criminalizzazione della solidarietà sarà un’ulteriore focus che contribuirà a delineare una fotografia completa della situazione. Il terzo capitolo tratta la ricerca condotta in prima persona tramite il metodo dell’osservazione partecipante, condotta all’interno di due organizzazioni non-governative. Verranno analizzate le caratteristiche di ciascuna e i loro rapporti con le istituzioni, facendo riferimento alle strategie messe in atto al fine di compiere la propria missione. Saranno inoltre riportate esperienze di prima mano (come fotografie ed interviste), che saranno utili al fine di rispondere alla domanda di ricerca iniziale
