The thesis investigates the asymmetry between economic and social policies in the European Community. I have examine the two fields aforementioned through a theoretical analysis of the European Community from its birth. My written work focuses on the implementation of economic policies to solve important age-old problems such as poverty, inequalities and the Coronavirus pandemic consequences, studying also the Recover and Resilience Plan. The thesis shows the power of economic laws over social rights and the impossibility to solve social issues exclusively through a formal stipulation of economic funds. Social Right has been temporary disadvantaged due to the implementation of economic laws and the development of a Common European Market. Additionally, thanks to the analysis of different case studies, it is possible to understand how and why the European Union experience includes several social and economic crisis on both the two fields. Even if there is not an unique definition to solve the inequalities in our States, a common strategy must be implemented and a good example of a common strategy is the Recover and Resilience found.
La tesi si propone di analizzare l'asimmetria presente tra le politiche economiche e sociali all'interno della Comunità Europea e quali siano gli strumenti messi in atto dalla stessa per risolvere questo divario. Tale squilibrio viene studiato tramite un'iniziale presentazione della domanda di ricerca, unita ad una breve e riepilogativa storia comunitaria europea, per poi soffermarsi su casi concreti di attuazione di politiche ad hoc per la risoluzione di annosi problemi quali la povertà, le disuguaglianze e le drammatiche conseguenze della pandemia Coronavirus. Durante tale studio ho perseguito la ricerca di dati e statistiche di matrice nazionale ed internazionale per ottenere riscontro puntuale e preciso con le nascenti considerazioni. È così emerso come non vi sia un esclusivo interesse di tipo mercantile, economico e finanziario all’interno dell’Unione, ma quali siano le effettive difficoltà derivanti dall’allocazione di finanziamenti e risorse, per risolvere problemi quali povertà e disuguaglianza, se esse non sono correttamente seguite da politiche sociali attentamente studiate.
