The EU ETS in Action: Environmental Gains and Competitiveness Challenges

This thesis investigates the functioning and real-world effects of the European Union Emissions Trading System (EU ETS), with a specific focus on its environmental outcomes and the challenges it poses to business competitiveness. Following a regulatory and economic overview of the mechanism, the study assesses emission reductions achieved in regulated sectors and explores how carbon pricing influences firms’ production and location choices. Drawing on institutional data, academic literature, and empirical evidence, the research reflects on the strengths and limitations of the EU ETS as it evolves toward climate neutrality.

Questa tesi analizza il funzionamento e gli effetti concreti del Sistema Europeo di Scambio di Quote di Emissione (EU ETS), con particolare attenzione ai suoi impatti ambientali e alle implicazioni per la competitività delle imprese. Dopo una ricostruzione normativa ed economica dello strumento, il lavoro esamina i risultati in termini di riduzione delle emissioni nei settori regolati e valuta come i costi del carbonio influenzino le scelte di produzione e localizzazione delle aziende europee. L’analisi combina fonti istituzionali, letteratura scientifica ed evidenze empiriche, allo scopo di riflettere sui punti di forza e sulle criticità dell’EU ETS nella sua evoluzione verso la neutralità climatica.
