This study examines the evolution of European defence within the framework of the tension between state sovereignty and supranational integration, focusing on the legal foundations of the Common Security and Defence Policy, its governance arrangements, and the financial and industrial instruments progressively developed by the EU. Against the backdrop of the profound transformation of the international strategic environment, marked by the return of high-intensity warfare to the European continent and the intensification of geopolitical competition, the research assesses the Union’s capacity to translate its legal framework and available instruments into a credible and effective common defence. The analysis shows that, despite the significant acceleration recorded in recent years, major structural constraints continue to hinder its consolidation, including the enduring predominance of intergovernmental logic, the fragmentation of the European defence technological and industrial base, strategic dependencies, and the persistent gap between political ambition and operational capabilities. The strengthening of European defence has thus become a strategic necessity that can no longer be postponed, and its consolidation requires a higher degree of political and industrial integration, as well as greater decision-making capacity.
Questo lavoro si occupa di analizzare l’evoluzione della difesa europea nel quadro della tensione tra sovranità statale e integrazione sovranazionale, soffermandosi sulle basi giuridiche della Politica di Sicurezza e di Difesa Comune, sui suoi assetti di governance e sugli strumenti finanziari e industriali progressivamente sviluppati dall’UE. Muovendo dal profondo mutamento del contesto strategico internazionale, segnato dal ritorno della guerra ad alta intensità nel continente e dall’acuirsi della competizione geopolitica, la ricerca esamina la capacità dell’Unione di tradurre il quadro giuridico e gli strumenti di cui dispone in una difesa comune credibile ed efficace. L’analisi evidenzia come, a fronte di una sensibile accelerazione registrata negli ultimi anni, permangano rilevanti vincoli strutturali che ne limitano il consolidamento, tra i quali la persistente centralità della logica intergovernativa, la frammentazione della base industriale e tecnologica europea, le dipendenze strategiche e il perdurante scarto tra ambizione politica e capacità operative. Il rafforzamento della difesa europea si configura ormai come una necessità strategica non più rinviabile, il cui consolidamento richiede un più elevato grado di integrazione politica, industriale e capacità decisionale.
