Food security was at the core of Chavez's social policies, together with access to health and education for all, and his efforts in this direction are evident in the early years of his administration and in the reforms he enacted. After 25 years of socialist government, first with Chavez and then with the Maduro administration since 2013, the country has never been in a worse situation economically and politically and with respect to food security. What were the causes? Did Chavez inherit a country with a crisis in progress which was inevitable or too difficult to avoid? Were social reforms the worst approach to the crisis? Was the oil dependence too deep and difficult to manage, which could have led to a catastrophe anyway when the oil price dropped? The focus on my thesis will be on how those things affected food security. While the premises were good, at least for social reforms, they did nothing but worsen the food system, even though they were made to help the economic situation of the poor, as Chavez intended when he took power. Can the transformation of a third world oil-dependent country into a socialist country be the cause of the worsening of food security?
La sicurezza alimentare era al centro delle politiche sociali di Chávez, insieme all'accesso alla salute e all'istruzione per tutti, e i suoi sforzi in questa direzione sono evidenti nei primi anni della sua amministrazione e nelle riforme che ha attuato. Dopo 25 anni di governo socialista, prima con Chávez e poi con l'amministrazione Maduro dal 2013, il paese non è mai stato in una situazione peggiore dal punto di vista economico, politico e della sicurezza alimentare. Quali furono le cause? Chávez ereditò un paese con una crisi già in corso, inevitabile o troppo difficile da evitare? Le riforme sociali furono il peggiore approccio alla crisi? La dipendenza dal petrolio era troppo profonda e difficile da gestire, il che avrebbe potuto portare a una catastrofe in ogni caso quando il prezzo del petrolio crollò? Il focus della mia tesi sarà su come questi fattori abbiano influenzato la sicurezza alimentare. Nonostante le premesse fossero buone, almeno per quanto riguarda le riforme sociali, esse non fecero altro che peggiorare il sistema alimentare, anche se erano state pensate per migliorare la situazione economica dei poveri, come Chávez intendeva fare quando prese il potere. La trasformazione di un paese del terzo mondo dipendente dal petrolio in uno Stato socialista può essere la causa del peggioramento della sicurezza alimentare?
