This thesis analyzes the evolution of artificial intelligence and associated regulatory responses, with an emphasis on the resulting effects on operations of internationally active firms. As developments in the AI adoption accelerates, regulatory responses have also intensified creating both challenges and opportunities for business operations. It examines existing and developing regulatory frameworks, resulting patterns of firm behavior, expected costs and approaches to strategic management. In particular, it tests the hypothesis that greater stringency of regulatory regimes, such as exists in the EU, reduces competitive advantage and impedes entry into international markets relative to conditions prevailing in generally more flexible systems in the U.S. and China. The methodology is based on review of the relevant literature and comparative analysis of current and proposed legislation. In addition, it draws on existing frameworks from international business strategy literature to evaluate firm-level effects on operations and compliance costs. Results contribute to an understanding of ways in which multinational firms and small businesses can respond to conditions of increasing uncertainty in a rapidly evolving international environment.
Questa tesi analizza l'evoluzione dell'intelligenza artificiale e le relative risposte regolatorie, con particolare attenzione agli effetti sulle operazioni delle imprese attive a livello internazionale. Con l'accelerazione dell'adozione dell'IA, le risposte regolatorie si sono intensificate, creando sia sfide che opportunità per le attività aziendali. La tesi esamina i quadri normativi esistenti e in via di sviluppo, i conseguenti modelli di comportamento delle imprese, i costi previsti e gli approcci alla gestione strategica. In particolare, verifica l'ipotesi che una maggiore severità dei regimi normativi, come quella che caratterizza l'UE, riduca il vantaggio competitivo e ostacoli l'ingresso nei mercati internazionali rispetto alle condizioni prevalenti nei sistemi generalmente più flessibili degli Stati Uniti e della Cina. La metodologia si basa sulla revisione della letteratura pertinente e sull'analisi comparativa della legislazione vigente e proposta. Attinge inoltre ai quadri esistenti della letteratura di strategia aziendale internazionale per valutare gli effetti a livello di impresa sulle operazioni e sui costi di conformità. I risultati contribuiscono alla comprensione dei modi in cui le imprese multinazionali e le piccole imprese possono rispondere a condizioni di crescente incertezza in un ambiente internazionale in rapida evoluzione.
