This thesis was developed in collaboration with ISPRA as part of the annual national land monitoring activities, with specific reference to the preparation of the Report on Land Consumption, Territorial Dynamics and Ecosystem Services. The main objective of the work is to describe and analyse the integrated process of land consumption detection and assessment in Italy, combining remote sensing techniques, GIS tools, and manual photointerpretation methods, through to the calculation of territorial statistical indicators. Land consumption represents one of the most significant environmental degradation phenomena at both national and European scale, leading to the irreversible loss of agricultural and natural surfaces, the reduction of ecosystem services, increased hydrogeological risk, and habitat fragmentation. In this context, systematic and continuous monitoring of territorial transformations plays a strategic role, both for producing up-to-date information and for supporting land governance policies. From a methodological standpoint, the work follows ISPRA-SNPA guidelines and is structured in multiple phases. Starting from the acquisition and management of satellite imagery — in particular the Sentinel missions of the Copernicus programme — and aerial orthophotos, the analysis is carried out in a QGIS environment through an integrated approach combining automated processing and human control. Manual photointerpretation forms the core of the process: through systematic comparison of multi-temporal images and the use of a reference grid, territorial transformations occurring within the reference period are identified, verified, and digitised. Each polygon is classified according to the ISPRA hierarchical system, distinguishing between permanent and reversible land consumption, and associated with the predominant land use of the observed intervention. The photointerpretation activity was carried out with reference to the Province of Trapani, contributing to the update of the national land consumption mapping. The results obtained enabled the calculation of land consumption indicators — absolute, percentage, per capita, and transformation rate — analysed at provincial and municipal scale and compared with regional and national trends. A further focus concerns the urban heat island phenomenon, closely linked to the expansion of impervious surfaces in urbanised areas, and examined as a direct effect of the land artificialisation processes monitored. The work contributes to documenting and systematising an operational methodology of considerable relevance for national environmental reporting, highlighting how the integration of remote sensing, GIS, and photointerpretation remains an irreplaceable approach for ensuring the quality and reliability of land consumption data in Italy.
La presente tesi nasce dalla collaborazione con ISPRA nell'ambito delle attività annuali di monitoraggio del territorio nazionale, con particolare riferimento alla redazione del Rapporto sul consumo di suolo, dinamiche territoriali e servizi ecosistemici. L'obiettivo principale del lavoro è descrivere e analizzare il processo integrato di rilevamento e analisi del consumo di suolo in Italia, attraverso l'utilizzo combinato di tecniche di telerilevamento, strumenti GIS e metodi di fotointerpretazione manuale, fino all'elaborazione degli indicatori statistici territoriali. Il consumo di suolo rappresenta uno dei principali fenomeni di degrado ambientale a scala nazionale ed europea, comportando la perdita irreversibile di superfici agricole e naturali, la riduzione dei servizi ecosistemici, l'aumento del rischio idrogeologico e la frammentazione degli habitat. In questo contesto, il monitoraggio sistematico e continuo delle trasformazioni territoriali assume un ruolo strategico, sia per la produzione di informazioni aggiornate sia per il supporto alle politiche di governo del territorio. Dal punto di vista metodologico, il lavoro segue le linee guida ISPRA-SNPA e si articola in più fasi. A partire dall'acquisizione e gestione di immagini satellitari — in particolare le missioni Sentinel del programma Copernicus — e ortofoto aeree, l'analisi è condotta in ambiente QGIS attraverso un approccio integrato che combina elaborazioni automatiche e controllo umano. La fotointerpretazione manuale costituisce il cuore del processo: attraverso il confronto sistematico di immagini multitemporali e l'utilizzo di una griglia di supporto, vengono individuate, verificate e digitalizzate le trasformazioni territoriali avvenute nel periodo di riferimento. Ogni poligono viene classificato secondo il sistema gerarchico ISPRA, che distingue tra consumo di suolo permanente e reversibile, e associato alla destinazione d'uso prevalente dell'intervento osservato. L'attività di fotointerpretazione è stata svolta con riferimento alla provincia di Trapani, contribuendo al processo di aggiornamento della cartografia nazionale. I risultati ottenuti hanno poi consentito l'elaborazione degli indicatori del consumo di suolo — assoluto, percentuale, pro-capite e velocità di trasformazione — analizzati a scala provinciale e comunale e confrontati con i trend regionali e nazionali. Un ulteriore approfondimento riguarda il fenomeno delle isole di calore urbane, strettamente connesso all'espansione delle superfici impermeabili nelle aree urbanizzate, analizzato come effetto diretto dei processi di artificializzazione del territorio monitorati. Il lavoro contribuisce a documentare e sistematizzare una metodologia operativa di grande rilevanza per il reporting ambientale nazionale, evidenziando come l'integrazione tra telerilevamento, GIS e fotointerpretazione rappresenti ancora oggi un approccio insostituibile per garantire la qualità e l'affidabilità dei dati sul consumo di suolo in Italia.
