This thesis analyzes the evolution of planning and control systems, focusing on the role of budgeting and on the progressive shift from a predominantly backward-looking approach to a more forward-looking perspective. After examining the traditional functions of budgeting and the main criticisms associated with the rigidity of the annual cycle, the obsolescence of assumptions, and behavioral effects, the study explores Beyond Budgeting as a radical proposal for moving beyond the traditional budget. It then analyzes rolling budgets and rolling forecasts, with particular attention to the diffusion of hybrid configurations and to the distinction between targets and forecasts. The analysis shows that this evolution does not necessarily consist in replacing the budget, but rather in redefining the functions and relationships among different tools within the Management Control System. The final part examines the role of digitalization and new technologies, highlighting their implications for decision-making processes and for the evolving roles of controllers and CFOs.

La tesi analizza l’evoluzione dei sistemi di pianificazione e controllo, concentrandosi sul ruolo del budget e sul progressivo passaggio da una logica prevalentemente backward-looking a una prospettiva maggiormente forward-looking. Dopo aver esaminato le funzioni tradizionali del budget e le principali criticità associate alla rigidità del ciclo annuale, all’obsolescenza delle ipotesi e agli effetti comportamentali, il lavoro approfondisce il Beyond Budgeting come proposta radicale di superamento del budget. Successivamente vengono analizzati il rolling budget e il rolling forecast, con particolare attenzione alla diffusione di configurazioni ibride e alla distinzione tra target e forecast. L’analisi evidenzia come l’evoluzione non consista necessariamente nella sostituzione del budget, ma nella ridefinizione delle funzioni e delle relazioni tra strumenti all’interno del Management Control System. L’ultima parte approfondisce infine il ruolo della digitalizzazione e delle nuove tecnologie, evidenziandone le implicazioni sui processi decisionali e sull’evoluzione del ruolo del controller e del CFO.
