This thesis examines how the fragmentation of the multilateral order is reshaping regional integration law, and to what extent securitisation and weaponisation are turning its economic and peace-oriented function into an instrument of geopolitical competition. It measures multilateralism as a legal quality, not a quantity, translating Ruggie’s three properties into tests of positive law and adding a fourth: actionability. Through this lens, securitisation, asymmetric networks, the Article XXI GATT security exception and the WTO Appellate Body’s paralysis form a single causal chain, not parallel symptoms. Tested on the Sino-American confrontation, the European Union, the Indo-Pacific and the Global South, the chain reveals divergent legal techniques but a common brake: the survival of a judge. Fragmentation thus makes regional law the last container of enforceable obligation, hence the seat of geopolitical competition. Saving multilateralism may depend less on new rules than on keeping securitising acts actionable by a judge.

Abstract
Saving multilateralism may depend less on new rules than on keeping securitising acts actionable by a judge.| File | Dimensione | Formato | |
