Partenariato Pubblico-Privato per la sostenibilità delle Politiche Europee: un Caso di Studio.

The period we are going through is a period of economic and social transformations . It is changing the balance between state and market and between public and private . In this context, the present work aims to understand the possibilities of using the public-private partnership ( PPP ) as a means of maintenance of the effects of European policies . At first the PPP is analyzed from a legal and management point of view in Europe and in Italy , then we proceed to analyze the European policies , in particular in terms of evaluation ; Finally, through the presentation of a case study on an ' agro-environmental enterprise , we will try to understand whether it is possible to conceive of the PPP as a support of the effects obtained at the end of the community projects showing risks and opportunities .

Il periodo che stiamo attraversando è un periodo di trasformazioni economiche e sociali . Sta cambiando l'equilibrio tra Stato e mercato e tra pubblico e privato . In questo contesto il presente lavoro si propone di comprendere le possibilità di utilizzo del partenariato pubblico-privato ( PPP) come mezzo per il mantenimento degli effetti delle politiche europee. Dapprima il PPP è analizzato sotto il profilo giuridico e gestionale in Europa e in Italia, poi si procede ad analizzare le politiche europee , in particolare in termini di valutazione ; infine attraverso la presentazione di un caso di studio su di un ‘impresa agro-ambientale, si cercherà di capire se sia possibile concepire il PPP come supporto degli effetti ottenuti al termine dei progetti comunitari mostrandone rischi ed opportunità.
