The thesis is divided into three parts. The first one deals specifically with the mediation process and analyzes the role of the mediator, which are the characteristics of a successful mediation process and in what way the mediation process in the Middle East is different. The second part analyzes three case studies of mediation process accomplished by Saudi Arabia. These are namely: the signing of the Taif Accord in 1989, the proposal of the Arab Peace Process in 2002, and the signing of the Mecca Accord to reconcile Hamas and Fatah. This part ends with the analysis of how the Arab Spring has changed the foreign policy of Saudi Arabia. The third part once again analyzes three cases of mediation accomplished by Qatar. These are namely: the intervention in Yemen, in Lebanon and Sudan. Even in this case the conclusive part analyzes how the events of 2011 have changed Qatari foreign policy. Lastly, to conclude, the thesis takes into consideration the difference between the two actors.
La tesi è divisa in tre parti. La prima si focalizza sul processo di mediazione in generale, analizzando nello specifico la figura del mediatore, quali sono le caratteristiche di una mediazione portata a termine con successo e le peculiarità del processo di mediazione nel Medio Oriente. La seconda parte prende in considerazione tre casi specifici di mediazione portati a termine dall’Arabia Saudita. Questi sono: l’accordo di Taif del 1989, la proposta di pace per il conflitto arabo-palestinese del 2002 e l’accordo di Mecca per riconciliare Hamas e Fatah. Per finire, vengono presi in considerazione i cambiamenti di politica estere causati dallo scoppio della Primavera Araba nel 2011. La terza parte prende in analisi tre casi specifici di mediazione portati a termine dal Qatar. Questi sono rispettivamente: l’intervento in Yemen, in Libano e in Sudan. Anche qui, è stato analizzato il cambiamento della politica estera a seguito degli eventi del 2011. Per concludere, sono state analizzate le differenze nei tipi di intervento e nelle tecniche di mediazione utilizzate da Arabia Saudita e Qatar.
