Energy and environmental issues have constantly increased their relevance over the centuries, but particularly in the last few decades, since the countinuous overexploitment of resources and the emission into the atmosphere of pollutants, deriving from practically every sector nowadays, risk reaching a point of no return (if it has not already been reached) in terms of sustainability. For this reason, governments have been forced to take a change of course to achieve objectives set at international level, which include, among the others, the improvement of energy efficiency, thanks to which energy, environmental but also economic benefits can be enjoyed. European countries follow the provisions established by the relevant European directives, transposing them into national provisions and implementing various mechanisms to achieve the set objectives. This thesis focuses on the Italian white certificate mechanism, officially launched in 2005. It is intended for all energy end-use sector but here the focus is on the residential sector, which causes about a quarter of the national final energy consumption and a consistent percentage of polluting emissions. An analysis of Italian energy demand since 1990 has been carried out also by using econometric techniques, in order to assess its evolution and the effective impact of white certificates, with focus on the residential sector. I have also tested the impact of another policy instrument, tax deductions for energy requalification of buildings.
L’importanza di questioni energetiche e ambientali è cresciuta costantemente nel corso dei secoli, ma in modo particolare nelle ultime decadi, dal momento che il continuo sovra-sfruttamento dell risorse e le emissioni inquinanti nell’atmosfera, che al giorno d’oggi derivano da praticamente ogni settore, rischiano di raggiungere (se non l’hanno già fatto) un punto di non ritorno in termini di sostenibilità. Per questo motivo, i governi sono stati costretti a intraprendere un cambio di rotta per raggiungere obiettivi fissati a livello internazionale che includono, tra gli altri, un’implementazione dell’efficienza energetica, grazie alla quale si possono ottenere benefici in termini energetici, ambientali ma anche economici. Le nazioni europee seguono le disposizioni stabilite dalle direttive comunitarie in materia, trasponendole in provvedimenti nazionali e implementando diversi meccanismi per raggiungere gli obiettivi prefissati. Questa tesi si focalizza sul meccanismo italiano dei certificati bianchi, avviato ufficialmente nel 2005. E’ destinato a tutti i settori di utilizzo finale dell’energia ma qui il focus è sul settore residenziale, dal quale proviene circa un quarto del consumo finale nazionale di energia e una consistente percentuale di emissioni inquinanti. E’ stata intrapresa un’analisi della domanda di energia italiana dal 1990, facendo anche uso di tecniche econometriche per analizzarne l’evoluzione e l’impatto effettivo dei certificati bianchi con focus sul settore residenziale, considerando anche le detrazioni fiscali per la riqualificazione energetica degli edifici.
