Since its foundation the European Union is moving towards a more and more growing process of federalization. Starting from the founding federalist ideas of Jean Monnet and Altiero Spinelli, the European Institutions are building a system based on federal principles that are abrading the old systems based on pure national sovereignty in favor of federalism. This process is clearly recognizable in the political, economic and social structures built, and in building, inside the European Union. The aim of this work is to analyse the existing structure of the European Union, in terms of existing federalist elements; to compare the United States’ federalism and the European Union one in order to understand the similarities and differences between a form of integral federalism (the US) and a form of developing federalism (The EU), the latter considered sui generis but that can become, through several processes of integration and centralization, a new and particular form of federation; and, to explain, on one hand how federalism can work in the European scenario within the Member States, and, on the another hand, how a federal structure could give to the European Union a new and stronger role in the global governance. The thesis is based on the following ideas: on the one hand, that a federal European Union could bring to stability and prosperity among the Member States of the Union, on the other hand, that a foreign policy more aligned and centralized could bring the EU to obtain a new prominent role in regional and international perspectives, becoming the guarantor of the international peace, acquiring the capacity to be a neutral power capable to balance the relations among states in a world that is switching to a multipolar system. My research question is the following: whether the European Union can be already conceived as a federation and which role it can have in the international system by using federal means and overcoming the intergovernmental structure.
L’Unione Europea, sin dalla sua Fondazione, si sta muovendo verso un processo di federazione sempre più crescente. Basandosi sull’influsso delle idee federaliste di Jean Monnet e Altiero Spinelli, le istituzioni dell’Unione Europea stanno costruendo un sistema basato su principi federali, i quali a loro volta stanno trasformando i vecchi sistemi basati sulla sovranità nazionale verso un sistema federale. Questo processo è facilmente individuabile nelle strutture economiche, politiche e sociali che si vengono a creare all’interno dell’Unione. L’obiettivo di questo elaborato è: analizzare le strutture federali già esistenti all’interno dell’Unione Europea; comparare la struttura federale degli Stati Uniti d’America con quella dell’Unione Europea al fine di capire le differenze e somiglianze tra una forma di federalismo completo (USA) e una forma di federalismo in evoluzione (UE), quest’ultima considerata sui generis, ma che può diventare, attraverso processi di integrazione e centralizzazione, una nuova e diversa forma di federazione; e di spiegare, da un lato, come il federalismo può funzionare all’interno dell’Unione stessa e, dall’altro lato, spiegare come una struttura federale può concedere all’Unione Europea un nuovo e più forte ruolo all’interno della governance globale. La tesi si basa sulle seguenti idee: da un lato, l’idea che un’Unione Europea federale può portare stabilità e prosperità tra gli Stati Membri e, dall’altro lato, l’idea che una politica estera più allineata e centralizzata può portare l’Unione ad avere un ruolo principale in termini di regionalismo ed internazionalismo, diventando così garante di un sistema di pace internazionale e acquisendo lo status di potenza neutrale capace di bilanciare le relazioni tra gli Stati in un mondo sempre più multipolare. La mia research question è la sequente: L’Unione Europea può essere già concepita come una federazione e quale ruolo essa può avere all’interno del sistema internazionale utilizzando strumenti federali e superando il sistema intergovernativo?
