Democracy theorists have placed a great deal of importance on elections. Free and fair electoral contests are viewed as integral to the success of the democratic development of a nation. In the absence of properly conducted election, election observation missions of impartial and credible observers are viewed as a process that can enhance the quality of democracy within a nation, and the legitimacy of electoral processes. Despite the presence of international observers, in some instances nations fall into chaos, and opposition revolts and violence take over after election results are announced. I argue that when democracy is not yet institutionalized, leaders have little incentive to promote and conduct clean elections and that international election observers can provide credible information about the quality of elections. Increased information about the quality of elections should make a strategy of “always protesting” less likely, thereby reducing the overall rate of protest, or increase the ability of citizens to coordinate against the regime when election fraud occurs.
I teorici della democrazia hanno posto molta importanza sulle elezioni. Competizioni libere e giuste sono considerate parte integrante del successo dello sviluppo democratico di una nazione. In assenza di elezioni condotte in modo appropriato, le missioni di monitoraggio elettorale - composte da osservatori credibili ed imparziali - sono viste come un processo in grado di migliorare la qualità della democrazia all’interno di una nazione e la legittimità del processo elettorale. Nonostante la presenza di osservatori internazionali, molti paesi cadono nel caos, sponsorizzano violenza, e le rivolte dilagano dopo l’annuncio dei risultati elettorali. Sostengo che in mancanza di una pratica democratica ben radicata, i leader hanno pochi incentivi per promuovere e condurre elezioni oneste, e che il monitoraggio da parte di osservatori internazionali può fornire informazioni credibili sulla qualità delle elezioni. Maggiori informazioni sulla qualità elettorale dovrebbero aiutare a rendere meno probabile la strategia di “protestare sempre”, riducendo così il numero complessivo delle proteste, o migliorare la capacità dei cittadini di coordinarsi contro il regime in caso di frode elettorale.
