This thesis explores the design and use of performance management practices within a package by viewing performance management systems as a package and analysing the relationships between the control groups together with the models of rationality that impacts the design of the performance management system. The objective of this study is to analyse the use of performance management practices in a healthcare organisation in United Kingdom that is seeking to redesign its processes and save financial resources. To provide a framework for the study, the theoretical chapter of this thesis discusses the main frameworks related to management control systems as a package and chooses within these two frameworks: Management Control System as a Package of Malmi and Brown (2008) and Models of Rationality of Broadbent and Laughlin (2009), to be applied to the empirical data. The research strategy of this thesis is qualitative, and the study is limited to a single case study in a public organisation operating in the healthcare sector. The empirical data is based on semi-structured interviews which are analysed by coding using the chosen frameworks and discussed comparing it to the previous literature. The findings suggest that there are different performance management practices used within a package. Further, there are found linkages between practices and the design of the performance management system has an impact on these relationships. The study expands the view of earlier researches by emphasizing how the design of the performance management system impacts to the relationships between control practices.
Il presente lavoro di tesi esplora la progettazione e l’utilizzo delle pratiche di performance management all’interno di una raccolta di sistemi, osservando i sistemi di gestione delle prestazioni come un package, e analizzando le relazioni tra i gruppi di controllo insieme ai modelli di razionalità che influiscono su detta progettazione. L’obiettivo di questa ricerca è analizzare l’uso delle pratiche di performance management e le loro relazioni in un’organizzazione pubblica nel Regno Unito che sta cercando di ridisegnare i propri processi e risparmiare risorse finanziarie. Per fornire un quadro teorico per lo studio, il capitolo di teoria illustra le principali teorie relative ai sistemi di controllo di gestione come un package scegliendone due: sistemi di controllo di gestione come package di Malmi e Brown (2008) e modelli di razionalità di Broadbent e Laughlin (2009), da applicare ai dati empirici. La strategia di ricerca di questa tesi è qualitativa e la ricerca è limitata a un singolo case study di un’organizzazione pubblica che opera nel settore sanitario. I dati empirici si basano su interviste semi-strutturate che vengono analizzate mediante il coding utilizzando i due approcci teorici scelti e discussi confrontandoli con la letteratura esistente. I risultati suggeriscono che ci sono diverse pratiche di performance management utilizzate all’interno di un package. Inoltre, sono stati trovate delle relazioni tra le pratiche e la progettazione del sistema di performance management che hanno un impatto sul sistema. Lo studio espande il punto di vista delle ricerche precedenti, sottolineando come la progettazione del sistema di performance management influisca sulle relazioni tra le pratiche di performance management.
